I like the idea of being able to research into new unit types or just more advanced type of existing units.
I will allow players to build R&D facilities at their cities and spend money researching new technologies.
R&D units will cost a fair bit to build and will have a certain number of people attached to them.
You can choose each turn what to research, land units, air units, sea units etc or be more specific ie choose tanks etc.
Every turn that you have R&D facilties running you will have a set number of "points" added to your current research total (these points will be hidden from the players) and when you reach a certain thresh-hold the new unit will become available.
You can "switch off" the R&D factories at any time if you are short of money or people and the total R&D effort of all your cities is pooled into one for the whole country.
